What is the difference between a certification and a license? A license is issued by a government body (state or federal) and is legally required to perform certain work — e.g. Journeyman Electrician, RN, CDL. A certification is issued by a professional or industry association and demonstrates competency, but is not always legally required — e.g. OSHA 30, AWS Certified Welder, PMP. In practice, many certifications are effectively mandatory because employers and jobsite general contractors require them as a condition of hire. Some certifications — like EPA 608 — are federally mandated.

Certifications — common questions

What is the difference between federally mandatory and employer-required certifications?
Federally mandatory — required by federal law to perform the work. Examples: EPA 608 (refrigerant handling), HAZWOPER 40-hour (hazardous waste), Bloodborne Pathogens (healthcare workers). Performing the work without these is a federal violation. Employer-required — not a federal mandate, but required by employers, general contractors, or jobsite owners as a condition of hire or site access. OSHA 30 and NCCCO are the most common examples.
Does GlobalCybers pay for certifications?

Do OSHA cards expire?
The federal OSHA 30 and OSHA 10 DOL cards have no expiration date printed on them under the federal Outreach Training Program. However, many employers, general contractors, and states set their own policies requiring training completed within the last 3–5 years. New York City's Site Safety Training (SST) program has its own requirements. In practice, cards older than 3–5 years may be rejected on major jobsites even without a federal expiry.
Can I list certifications in progress on my profile?
