What is an building inspector license, and how do you get one?
Most states do not license building code inspectors. The credential the field runs on is certification from the International Code Council, earned by passing open-book exams on the specific code and discipline you will inspect — residential building, commercial building, electrical, mechanical, plumbing — with the Certified Building Official designation at the top. A minority of states, including Florida, Virginia, New Jersey, Ohio and Oregon, do license or state-certify inspectors, and many jurisdictions require ICC certification as a condition of employment even where no state licence exists. How to get a building inspector certification

Build the construction background first
Jurisdictions hire inspectors from the trades, construction supervision, engineering and architecture, because the work is judging built conditions against code. Some ICC certifications and most state programmes set an experience minimum, so time on site is a prerequisite rather than something you pick up afterwards.

Choose your certifications by discipline
Decide whether you are starting on the residential or commercial side and which trades you will inspect — building, electrical, mechanical, plumbing. There is no single building inspector certification: you accumulate one per discipline, and holding the full set on either side earns a combination inspector designation.

Pass the open-book ICC exams
Register with the International Code Council and sit the exams at an approved testing centre or online with remote proctoring. They are open book against a specific code edition, so prepare with a tabbed copy of the correct book and practise navigating it under time pressure. Confirm which edition the exam covers before you sit it.

In Florida, Virginia, New Jersey, Ohio, Oregon and a handful of other states, code inspectors must also hold a state licence or state certification, normally built on ICC certification plus experience. The requirements come from the International Code Council and from the jurisdiction that appoints you, with a state layer in a minority of states. To work as a building code inspector you generally need:
Construction background
Hiring jurisdictions almost always require experience in construction, the trades, engineering or architecture. Some ICC certifications and many state programmes set a formal experience minimum before you can be appointed.
ICC certification
Certification by discipline and code — residential and commercial building, electrical, mechanical, plumbing, fire and accessibility — with the Certified Building Official designation combining technical and administrative competence for those running a department.
State licence or certification (where required)
A minority of states license or state-certify code inspectors, generally requiring ICC certification plus experience, an application and a state-specific component. Elsewhere the appointing jurisdiction sets its own standard.

Building Inspector certification types: the full ladder
There is no journeyman ladder here. Progression is by adding certifications across disciplines and then moving into plans examination and departmental administration.
Inspector trainee
Appointed by a jurisdiction while working toward certification, inspecting under a certified inspector. Many departments hire experienced tradespeople into this tier and fund the exams.
Residential inspector certifications
ICC certifications covering residential building, electrical, mechanical and plumbing inspection under the International Residential Code. The usual starting point and the basis of the Residential Combination Inspector designation.
Commercial inspector certifications
Separate ICC certifications for commercial building, electrical, mechanical and plumbing inspection under the International Building Code and its companion codes. Harder exams and a wider scope of structures.
Combination inspector
Awarded where an inspector holds the full set of discipline certifications on the residential or commercial side. Valued by smaller jurisdictions that need one inspector to cover every trade on a site.
Plans examiner
A distinct ICC certification track for reviewing construction documents for code compliance before permits are issued, rather than inspecting work in place. Often the route into departmental roles.
Certified Building Official (CBO)
The senior ICC designation, combining technical certification with legal and administrative competence. Held by those running a building department, and frequently required for that appointment.
State inspector licence
Where a state licenses or state-certifies inspectors, this sits on top of ICC certification and is issued by a state board or agency. National certification does not substitute for it in those states.

Building Inspector certification reciprocity between states
ICC certification is national and portable, which is what makes this credential unusually mobile: an inspector certified in one state carries the same certifications everywhere. Two things do not travel. First, the code edition — jurisdictions adopt different editions and amend them locally, so an inspector moving states has to work up to the local amendments even with identical certifications. Second, where a state licenses or state-certifies inspectors, that layer is state-specific and must be obtained separately, although ICC certification is usually the qualifying basis for it. Confirm with the destination state and the hiring jurisdiction.
