Farmington at $76,840, then Albuquerque $75,520, Las Cruces $74,100 and Santa Fe $73,750 — a spread of about 4%. Santa Fe sitting at the bottom despite being the state capital and one of its costliest housing markets is the notable point, and it follows from the statutory tier minimums applying uniformly statewide.

It is a licensure structure operated by the Public Education Department in which teachers advance through three levels, with progression requiring defined experience and a professional dossier demonstrating competence against state standards. What makes it unusual is that state statute sets a minimum salary for each tier which districts must meet — so the licence level directly determines the floor of a teacher's pay, and advancement is a professional process rather than a local negotiation.
