What is NCCER certification and how do you earn it?
NCCER is the National Center for Construction Education and Research, a not-for-profit education foundation that develops standardised craft training curricula and credentials for the construction and maintenance industries. You earn NCCER credentials through an Accredited Training Sponsor β an employer, union, technical college or training centre approved by NCCER β by completing the Core curriculum (basic safety, construction maths, hand and power tools, blueprints, rigging basics, communication and employability skills) and then the modules of a craft-specific curriculum organised into Levels 1 through 4. Assessment combines written module tests with hands-on performance profiles signed off by a qualified instructor or evaluator. Everything you complete is recorded in the NCCER Registry, a national transcript that follows you between employers.
- NCCER is a not-for-profit education foundation whose craft credentials are earned through Accredited Training Sponsors.
- Every path starts with the Core curriculum, then runs through craft-specific Levels 1 to 4.
- Each module needs both a written test and a signed hands-on performance profile.
- Completions live in the national NCCER Registry, so the record transfers between contractors.
NCCER at a glance
| Cost | Set by the Accredited Training Sponsor delivering the programme, so it varies by provider β many employers and unions cover it entirely |
| Duration | Core is typically 70+ hours; each craft level is a full curriculum, so a Level 1β4 path usually spans multiple years alongside work |
| Issued by | National Center for Construction Education and Research (NCCER) |
| Format | Written module tests plus hands-on performance profiles, delivered through an Accredited Training Sponsor |
| Expiry | Craft credentials do not expire; assessments and some journey-level verifications carry their own currency rules |
| Who needs it | Craft workers on industrial, commercial and pipeline projects where owners specify NCCER-credentialed crews |
| Registry | All completions are recorded in the NCCER Registry and transfer between employers |
| Structure | Core curriculum first, then craft Levels 1, 2, 3 and 4 |

NCCER Assessment, Written Tests and Performance Profiles
Knowledge and hands-on skill are assessed separately
NCCER credentials rest on two independent legs. Written module tests establish that you know the theory; performance profiles require you to actually do the task β cut and thread pipe, terminate a conductor, weld a coupon, rig a lift β while a qualified instructor or evaluator signs off against a defined standard. Passing the written test alone does not complete a module, which is what distinguishes an NCCER credential from a classroom certificate.
The credential ladder
Does NCCER credentialing affect craft pay?
NCCER levels map onto the helper-to-journeyman progression that industrial contractors already pay against, so the credential is usually the evidence for a step up rather than a premium of its own. BLS reports pay by craft occupation, not by credential.

What NCCER Core Covers, The Foundation Every Craft Shares
Construction Maths
Fractions, decimals, area and volume, angles and the geometry that layout depends on. This is the module that most often decides whether a trainee can progress into a craft curriculum.
Blueprints & Drawings
Reading plan, elevation and section views, symbols and abbreviations, dimensions and scales, and following a revision through a drawing set.
Basic Rigging
Sling types and angles, hitch configurations, load weight estimation, inspection of rigging hardware and standard crane hand signals.
Tools & Equipment
Selection, safe use, inspection and maintenance of hand and power tools, plus the guarding and PPE expectations that go with each.
Basic Safety
The Focus Four hazards, fall protection, ladders and scaffolds, PPE, hazard communication and job-site emergency procedures.
The NCCER Registry
The national transcript that records every module, level and assessment you complete, and how a new employer verifies it before badging you onto a site.
How do you get NCCER certified, step by step?
Find an Accredited Training Sponsor
NCCER credentials can only be earned through an organisation NCCER has accredited β an employer, a union training centre, a technical college or a training provider. Their instructors and evaluators are the people authorised to sign your written tests and performance profiles into the Registry, so this is the first practical decision.
Complete the Core curriculum
Every craft path starts with Core: basic safety, construction maths, hand and power tools, construction drawings, basic rigging, communication and employability skills. Core is credentialed in its own right and is what most industrial contractors screen entry-level hires against.
Work through the craft levels
Pick your craft β electrical, pipefitting, welding, millwright, instrumentation, heavy equipment operations, masonry and many more β and complete its modules level by level. Each module needs both the written test and the signed performance profile before it counts.
Verify your record in the NCCER Registry
Every completion is filed in the Registry under your unique card number. When you move contractors, the new employer verifies your record there rather than taking a paper card on trust, so keep your Registry details and contact information current.
Why Industrial Owners Specify NCCER
NCCER exists because industrial owners wanted a single, portable, standardised measure of craft skill instead of every contractor running its own test. On refinery, petrochemical, power and pipeline projects it is common for the owner's contract to require a defined proportion of NCCER-credentialed craft, and for site badging to depend on Registry verification. It is not a legal mandate like an OSHA standard β it is a commercial one, which in practice makes it just as binding on who gets through the gate.
