What is an hazmat driver license, and how do you get one?
Hauling placarded hazardous materials requires the H endorsement on a commercial driver's licence, not a separate licence. To obtain it you pass a hazmat knowledge test at your state driver licensing agency, complete a Transportation Security Administration security threat assessment including fingerprinting, and — for a first-time endorsement since February 2022 — complete FMCSA Entry-Level Driver Training from a registered provider. The endorsement runs on a five-year cycle and requires a fresh threat assessment and knowledge test at renewal. Heavy and tractor-trailer drivers earn a $58,640 median.

How to get a hazmat driver endorsement

Hold a valid CDL and current medical certificate
The endorsement attaches to a commercial driver's licence, so obtain or hold the CDL first, with a DOT medical certificate from an FMCSA-registered examiner kept current throughout.

Complete ELDT hazmat theory training
For a first-time endorsement, take the required theory training from a provider on the FMCSA Training Provider Registry. The provider reports your completion electronically, and you cannot sit the knowledge test until that record is in place.

Apply for the TSA security threat assessment
Submit the TSA application, attend a fingerprinting appointment, and pay the fee — reduced if you hold a current TWIC. Expect several weeks for clearance, and disclose accurately: the assessment reviews immigration status and criminal history against a list of disqualifying offences.

Pass the hazmat knowledge test
Take the test at your state driver licensing agency, covering hazard classes, shipping papers and markings, placarding, loading and segregation, bulk packaging, emergency response and security plans. It is closed book with 80% required to pass.

Get the endorsement added and keep it current
Once TSA clearance is received, the state adds the endorsement to your licence. Complete your employer's federally required hazardous materials training before hauling, and start the renewal — a new threat assessment and, in most states, a new test — well before the five-year expiry.
HAZMAT Driver endorsement requirements
Requirements come from FMCSA for the driving qualification and from TSA for the security screening, applied through your state driver licensing agency. You need:
Valid CDL
The endorsement attaches to an existing commercial driver's licence, so you must already hold or be obtaining a CDL, with a current DOT medical certificate.
TSA security threat assessment
A federal background check including fingerprinting, immigration status verification and criminal history review. Certain disqualifying offences bar the endorsement, and the fee is set by TSA's published schedule with a reduced rate for current TWIC holders.
Knowledge test
A written test at your state driver licensing agency covering hazard classes, placarding, shipping papers, loading and segregation rules, emergency response and security plans.
Entry-Level Driver Training
For a first-time hazmat endorsement obtained since February 2022, theory training from a provider on the FMCSA Training Provider Registry, reported electronically to FMCSA before you may take the knowledge test.
How much a hazmat driver endorsement costs
Costs are modest and often carrier-reimbursed. The lines to budget for:
State endorsement fees and the TSA fee are published by the state driver licensing agency and by TSA respectively and are revised periodically, so confirm current amounts. Many carriers reimburse the endorsement cost because hazmat-qualified drivers are in short supply.
The hazmat driver endorsement exam
The hazmat knowledge test is administered by your state driver licensing agency under the federal CDL framework, and is drawn from the state CDL manual's hazardous materials section: hazard classes and divisions, shipping papers and markings, placarding, loading and segregation rules, bulk packaging, emergency response and the Emergency Response Guidebook, and security planning. It is closed book, with 80% required to pass, in line with the other CDL knowledge tests. What distinguishes hazmat is not the difficulty of the test but the TSA security threat assessment sitting alongside it — fingerprinting, immigration status verification and a criminal history review against a list of disqualifying offences — which is what most often delays or blocks an endorsement.
How long it takes to get licensed
Four to eight weeks in practice, and almost all of it is the TSA background check rather than the test.

Commercial Learner's Permit
The starting point for the CDL itself; hazmat endorsements are not added at permit stage.
CDL Class A or B
The underlying licence the endorsement attaches to, issued by the state driver licensing agency under 49 CFR Part 383.
H endorsement (hazardous materials)
Authorises hauling placarded hazardous materials after the knowledge test, TSA threat assessment and, for first-time applicants, ELDT theory training.
N endorsement (tank vehicles)
A separate endorsement for liquid and gaseous bulk loads, requiring its own knowledge test but no security screening.
X endorsement (tank plus hazmat)
The combined endorsement covering both tank vehicles and hazardous materials, which is what most fuel and chemical haulers actually hold.
Employer hazmat training
Not an endorsement but a federal obligation on the employer: general awareness, function-specific, safety and security training, with recurrent training on a fixed cycle.
TWIC
The Transportation Worker Identification Credential, required for unescorted access to secure port facilities and, where held and current, reducing the hazmat threat assessment fee.

HAZMAT Driver endorsement reciprocity between states
A CDL is valid in all 50 states, and so is the hazmat endorsement while it remains current — but the endorsement does not transfer cleanly when you move. Federal rules require you to transfer your CDL to your new state of residence, and because the security threat assessment is tied to the issuing state, the hazmat endorsement generally requires a fresh TSA application and, in many states, a new knowledge test. Plan for a gap when relocating, because carriers cannot dispatch you on placarded loads until the new endorsement is issued. Confirm the process with the destination state driver licensing agency before you move.

HAZMAT Driver endorsement requirements by state
The endorsement standards are federal, so what varies by state is the fee, the knowledge-test scheduling, and how the state driver licensing agency handles TSA clearance and transfers.
Every state issues the hazmat endorsement under the same federal FMCSA and TSA framework, so the requirements do not differ substantively. Fees, test scheduling and processing times are state-set. Note that moving states requires a new TSA security threat assessment even though the CDL itself transfers, which is the point drivers most often miss when relocating.
