Surveying has no journeyman ladder. You move from unlicensed crew technician to Surveyor-in-Training by passing the NCEES Fundamentals of Surveying examination, then to licensed surveyor by completing responsible experience and passing the PS and California examinations. Only a licensed surveyor may sign and seal a survey.
Survey technician / crew member
Unlicensed field work under a licensed surveyor: instrument and GNSS operation, data collection, staking and control. Essential experience, and the normal way to enter the profession β but on its own it is not the responsible boundary experience a board is looking for.
Surveyor-in-Training
The intermediate standing reached by passing the NCEES Fundamentals of Surveying examination, called Surveyor-in-Training or Land Surveyor Intern depending on the state. It confirms you are on the licensure path and makes your subsequent supervised experience count towards the PS examination.

Comity / endorsement applicant
The route for a surveyor already licensed elsewhere. NCEES examination results and the NCEES Record transfer readily, which removes the national papers from the equation β but the California examination on local boundary law generally remains, because that is the part the state actually needs to test.

A separate licence under the same BPELSG umbrella. Some practitioners hold both. A PE licence does not authorise land surveying and a surveying licence does not authorise engineering, with the narrow California exception of civil engineers registered before the statutory cut-off.
