What is an boiler operator license, and how do you get one?
There is no national boiler operator licence. A number of states license stationary engineers and boiler operators, several major cities run their own licensing independently of the state, and much of the country does not license the role at all. Where a licence exists it is normally graded by the pressure and horsepower of the plant you may run β low-pressure through third, second and first class, up to chief engineer β and requires documented operating hours plus a written exam on boiler operation, safety and the applicable code. Where no licence exists, NIULPE certification is the recognised substitute. Boiler operators earn a $78,620 median.
- Check whether your state β and separately your city β licenses boiler operators.
- Get hired into a plant and start documenting supervised operating hours.
- Apply for the lowest class your hours qualify you for and sit the written exam.
- Move up the classes as your hours accumulate.
- Renew on the jurisdiction's cycle, and hold NIULPE certification where no licence exists.
How to get a boiler operator license
- 1
Find out who licenses the plant you will work in
Check the state boiler division and, separately, the city. This trade is unusual in that major cities license operators even in states with no statewide programme, so the plant's address decides which rules apply. Getting this wrong is the most common mistake operators make when changing jobs.
- 2
Get into a plant and start logging hours
Hospitals, universities, district energy systems, manufacturing plants and large commercial buildings all employ operators. Start as a boiler tender or assistant operator and have every hour documented and signed by a licensed engineer or the plant chief β unsigned time is the time you lose when you apply.
- 3
Apply for the lowest class you qualify for
Submit the jurisdiction's application with your documented hours and its fee. Licences are graded by plant pressure and horsepower, so start at the class your hours support: a low-pressure licence for heating boilers, or the entry high-pressure class where your experience is in a larger plant.
- 4
Pass the written examination
Sit the jurisdiction's exam covering boiler construction and operation, safety valves and controls, combustion, water treatment and chemistry, auxiliary equipment, emergency procedures and the adopted boiler and pressure vessel rules. In jurisdictions that do not license, take the corresponding NIULPE examination instead β it is the recognised equivalent.
- 5
Move up the classes and keep the licence current
Each higher class requires substantially more documented hours and a harder exam, ending at first class or chief engineer. Renew on the jurisdiction's cycle, keep any refresher training current, and hold EPA Section 608 certification separately if your duties include servicing refrigeration equipment.
Boiler Operator license requirements
Because the licence is issued locally, the specifics come from your state boiler division or city licensing bureau rather than from a national body. Broadly, to hold a boiler operator licence you need:
Operating experience
Documented hours operating or assisting in a boiler plant, signed off by a licensed engineer or the plant's chief. The hours required rise sharply with each class, and every licensing jurisdiction sets its own figures.
Written examination
A jurisdiction-set exam covering boiler construction and operation, safety devices and controls, water treatment and chemistry, auxiliary equipment, and the boiler and pressure vessel rules the jurisdiction has adopted.
Age and fitness
Normally 18 or older. Some jurisdictions add a physical requirement or a medical statement because the role involves confined spaces, elevated temperatures and emergency response duties.
Refrigerant certification (where applicable)
Where the same operator services refrigeration equipment, EPA Section 608 technician certification is a federal requirement in its own right and is separate from any boiler licence.
How much a boiler operator license costs
Fees are set by the issuing city or state, and vary too widely to summarise nationally. These are the budget lines to check with the authority that licenses your plant:
Because licensing is city- and state-specific, fee schedules differ enormously and there is no meaningful national figure. Confirm with the issuing authority. Employer-paid training is common in this trade, particularly in hospitals, universities and district energy plants.
The boiler operator license exam
There is no national boiler operator exam. Each licensing state or city writes its own, and the content is consistent even where the format is not: boiler construction and operation, safety valves and controls, combustion and burner management, water treatment and chemistry, auxiliary and steam-distribution equipment, emergency procedures, and the boiler and pressure vessel rules the jurisdiction has adopted β normally derived from the ASME code and enforced through the state's boiler inspection programme. Higher classes are examined more heavily on plant management, and some jurisdictions add an oral or practical component for chief engineer. Where no licence exists, the NIULPE examinations serve the same purpose and are graded on a comparable scale.
How long it takes to get licensed
The entry class is reachable within months of starting in a plant. Everything above it is time-served: each class demands substantially more documented hours, and chief engineer is a multi-year progression.
Boiler Operator license types: the full ladder
This trade does have a genuine ladder, but it is graded by the plant you are authorised to operate rather than by journeyman and master titles. Class names differ between jurisdictions; the structure below is the common pattern.
Boiler tender / apprentice operator
Assists in the plant under a licensed engineer while accumulating the documented hours a licence class requires. Some jurisdictions register this tier; many simply do not licence it.
Low-pressure boiler operator
Authorises operation of low-pressure heating boilers, typically in schools, apartment buildings and small commercial premises. The most common entry licence where one exists.
Third class / high-pressure operator
The first high-pressure class, with a horsepower ceiling set by the jurisdiction. Requires documented operating hours and a written exam covering the full plant.
Second class engineer
A larger horsepower ceiling and, in most jurisdictions, authority to act as engineer in charge on a shift. Requires substantially more hours than the class below.
First class engineer
The highest operating class in most jurisdictions, with no practical horsepower ceiling. Examined on plant management and code compliance as well as operation.
Chief engineer
Where the jurisdiction issues it, the licence that authorises overall responsible charge of a plant, including supervision of licensed operators, maintenance planning and code compliance.
NIULPE certification
National Institute for the Uniform Licensing of Power Engineers certification, graded on a comparable scale. The recognised credential in states and cities that do not license, and often accepted as evidence toward a licence where one exists.
Low-pressure licence vs High-pressure classes: boiler operator license
Boiler Operator license reciprocity between states
Reciprocity is limited and inconsistent in this trade, precisely because licences are issued by cities as well as states. Some jurisdictions will accept an equivalent class from a neighbouring state or a NIULPE certification as evidence toward their own licence, usually still requiring their exam on local rules; others require you to start again from the entry class. Documented operating hours travel better than the licence itself, so keep signed records from every plant you work in. Confirm with the destination state boiler division and, separately, with the city, before accepting a role that depends on your existing class.
Boiler Operatorsalary & job outlook
Stationary engineers and boiler operators earn a median of about $78,620 per year ($37.80/hour), with the highest pay in hospitals, universities, district energy and industrial plants where a high-class licence is a condition of the job. Employment is projected to grow 2.2%, with roughly 3,800 openings a year. See the full boiler operator salary guide for pay by state, city and experience level.
Boiler Operator license requirements by state
This is the table that matters most for this trade, because the honest answer is different in nearly every state β and in some states, different again inside the major cities.
Where no licensing authority is named, that state does not license boiler operators at statewide level; a city within it may still do so, and many do. Where a state does license, a municipal licence may be required in addition. Always confirm with both the state boiler division and the city before assuming you are covered.
