A legal operations manager runs the business functions of a legal department so the lawyers can focus on legal work. That means managing outside-counsel spend and billing guidelines, administering e-billing and matter-management systems, selecting and running legal technology such as contract-lifecycle management, handling vendor and panel relationships and alternative-fee arrangements, and producing the spend, cycle-time and risk metrics the general counsel reports to finance and the board. It is a management, process and analytics role rather than the practice of law.

No. Many legal operations managers and even heads of legal operations are not attorneys; the work is operations, data, vendor and technology management rather than legal advice. A JD is common and can help with credibility inside a legal department, but the function is explicitly designed to be run by operations professionals, and business, finance or project-management backgrounds are just as typical a route in.

BLS gives no separate figure. The residual category the role falls into — Business Operations Specialists, All Other (SOC 13-1199) — shows an OEWS May 2025 median of $83,050 a year, or $39.93 an hour, with $47,880 at the 10th percentile and $150,010 at the 90th. Because that code pools many corporate-operations roles, it only loosely tracks legal-ops pay, and legal-operations leaders in large corporate departments commonly earn above the pooled median.

CLOC is the Corporate Legal Operations Consortium, the professional community that publishes the twelve core competencies widely treated as the definition of the discipline and runs conferences and an institute. Legal operations manages the department as a business: budgets, outside-counsel spend, systems, vendors and metrics. The roles sit next to each other and legal ops often recruits from paralegal ranks, but the paralegal works inside matters while legal ops works on the department's cost, process and technology.
