A plumber works to the Uniform or International Plumbing Code on potable water, drain-waste-vent and gas piping, and is licensed by a state or municipal plumbing board. A sprinkler fitter works to NFPA 13 and NFPA 25 under the fire marshal, installing standpipes, risers, backflow assemblies and sprinkler piping sized by hydraulic calculation. The apprenticeships are separate, the licensing bodies are usually separate, and the daily work has little overlap beyond pipe joining.

NICET — the National Institute for Certification in Engineering Technologies — issues four-level certifications in Water-Based Systems Layout and in Inspection and Testing of Water-Based Systems. Levels are earned through work-element documentation and exams rather than coursework. Level II is common for experienced installers and inspectors; Level III is the practical threshold for laying out hydraulically calculated systems, and many authorities having jurisdiction require a NICET III or IV to be attached to submitted sprinkler drawings.

NFPA 13 is the installation standard for sprinkler systems: it sets occupancy hazard classifications, the density-area design curves that determine how much water a system must deliver over how much floor, maximum spacing and coverage per head, obstruction rules, hanger and seismic bracing requirements, and water-supply criteria. A fitter reads it constantly, because a head set too close to a beam or a branch line hung past spacing is a rejected inspection regardless of how good the pipework looks.
