Titles vary by organization and sometimes describe the same seat. Where both exist, the chief nursing officer is the top nursing executive — accountable for nursing practice standards, professional governance and the nursing voice at the board — while the VP of patient services runs day-to-day clinical operations across nursing and allied departments, often reporting to the CNO or COO. In smaller hospitals one person holds both roles; in large systems the CNO sits at system level with facility VPs beneath.

The role carries accountability for nursing practice standards, staffing adequacy and professional governance — responsibilities regulators, accreditors and nursing staff expect a licensed nurse executive to own. Non-nurse administrators with an MHA or MBA can and do reach vice-president roles in hospital operations, finance, ancillary services or strategy, but patient services and chief nursing officer seats are held by RNs with graduate degrees.

The usual next steps are chief nursing officer at a larger facility, system chief nursing executive across multiple hospitals, or chief operating officer — the last being the most common route out of pure nursing leadership into general executive management. Some move to system-level quality or clinical transformation officer roles, and others go to consulting or health-plan clinical leadership. Each requires demonstrated financial results, not just clinical credibility.
